The market appears to be like the weather in Germany – mild temperatures in January accelerated the inclination among Germans to purchase photovoltaic power plants and components somewhat faster than otherwise is the case at the beginning of the year.

The year 2013 was calm as far as general price development is concerned. If prices in 2012 only saw one direction independent of the respective technologies – downward –, they remained quite stable over the entire year of 2013, and they have even converged.

After weeks of stagnating prices, a slow, but constant decline in prices began in October, particularly for modules made in Germany and/or Europe, but also for products made in Japan and Korea.

Prices on the European photovoltaics market have been largely stable now for several weeks. Hardly any upward or downward outliers can be registered. As already mentioned last month, two price levels are becoming increasingly clear for Asian modules – one for modules that stem from Chinese production which is subject to the EU agreement and thus a restriction on imports; and one for modules from the rest of the Asian region – for which there are no regulatory matters.

The tough negotiations concerning the import prices for modules from China are already leaving their mark. Supplies from China do, indeed, still dominate the worldwide module market; they are, however, no longer the lowest-priced PV panels in the European Union.

The months of talking concerning antidumping tariffs for Chinese cells and modules in the EU finally came to an end a short while ago. As is well known, minimum import prices and maximum import volumes were agreed upon. Prices fluctuated until the middle of July in the face of the ongoing discussions and have been effectively frozen since the end of the month.

The current anti-dumping procedures and the resulting shortage of Chinese goods on the European market lead to a slow but continuous rapprochement of prices.

We may call it calculus or defiance – it is a certainty that Chinese modules only reluctantly find their way to Europe at the moment. Until recently it was no problem for an investor or project developer to buy modules for larger projects directly from Asian manufacturers and to get them delivered on schedule, but the situation has now changed radically.

After months of guesswork as to the amount of pending anti-dumping tariffs on Chinese modules, now the cat is apparently out of the bag. According to the recommendation of EU Commissioner De Gucht the duties are to be 37 to 68 percent, or 47 percent on average. This surpasses the original assumptions of many market participants by far.

The price increase for solar modules is in Europe not quite as strong as expected, at least until now. Especially the prices of thin-film modules remained relatively stable, they barely rose in March. For crystalline modules from Japan, there was even a moderate price decline, while prices for European and Chinese modules increased slightly in this class.

The turnaround in module prices that was showing last month has been confirmed. It has been accelerated by what has proven to be an unpredictable and unpleasant development for the market. In the first week of March the wording of an EU Directive dating from 01.03.2013 was published, according to which all imports of Chinese solar modules must be registered by the customs authorities.

The end of the solar module price declines, which became apparent within the last few months, was confirmed by recent investigations. While the average price level was still slightly dropping at the start of 2013 compared to December 2012, a trend reversal was already visible at the end of January.
